Submission of nominations will be accepted until this date, 26/5/10, at 12:00 pm, at the headquarters of World Likud  (St. King George 38, Tel Aviv, Floor 8). This is the only and most recent change made by retired Justice Menachem  Ne’eman.

Presentation of Candidates

Chairman of World Likud, Co-Chairman, Vice Chairman, Position in the National Institutions, and Member of the Executive without portfolio in the Zionist Organization.

Delegates of the Fifth Convention of World Likud convening in June will vote candidates for positions in the movement and in the national institutions. These members will be elected from the members of the movement who are eligible to present their candidacy based on the World Likud constitution.

The application for candidacy will be completed in writing and signed by the candidate with I.D. number, address, email, and fax included with a payment, (one payment will cover the positions as follows:)

For Chairman of World Likud, Co-Chairman, Vice Chairman, Position in the National Institutions (based on what will be agreed in upon in the Coalition Agreement.), and Member of the Executive without portfolio in the Zionist Organization the cost will be 3,000 NIS. Board Membership costs 300 NIS, and Council Membership costs 150 NIS.

The application for candidacy should be send to the World Likud Secretariat in the Jabotinsky House, 38 King George St., Tel Aviv, 8th floor, telephone 03-629-5017.  This application should arrive no later than the 23rd of May 2010 at 5 p.m. The list of candidates will be open for consideration from the 24th of May 2010 and appeals against the candidates will be received at the Secretariat until the 27th of May 2010 at 5p.m.

The hours of work at the Secretariat are: Sunday—Thursday between 10 a.m. and 5 p.m.

Candidacy can be withdrawn from any of the above positions until the 1st of June 2010 by letter to the Secretariat with only 50% of the application fee reimbursed.

In the case that Likud will assign additional positions in the National Institutions, the World Likud Fifth Convention will elect the additional positions within the members of the organization and members that are eligible members to present candidacy according to World Likud’s constitution.

Orders of Elections for the Fifth World Likud Convention:

The Fifth World Likud Convention will take place on June 13-14, 2010.

Following the decision of the World Likud’s administration, the election committee was established and the head of this election committee was placed under, his honor, Judge Menachem Ne’aman.

According to the requirements of the World Likud platform, and considering the qualifications of the voters as stated by the World Zionist Organization’s constitution and the decisions of the “Vaad Ha’ Poel,” the election committee will set up the order of the elections of World Likud’s Convention:

A. Delegations:

1) Convention delegates are:

- Representatives of the Likud in theWZC whose qualifications were set up according to the Zionist Organization’s constitution and their alternates.

- Those who were elected in the World Likud’s branches throughout the world.

- Lastly, those who because of their role are automatically entitled to be a delegate. Everything as detailed in the regulations.

2)

a.) Branches in the Diaspora will send 60% of all their representatives to the convention. Every chapter is entitled to send three delegates for each representative in the congress (the representative and an additional two).

b.) Israel’s Likud branch will send its representatives to the convention as well as to theWZC and will add additional alternates and delegates so that the number of the Likud’s delegates will be 40% out of all delegates at the convention.

3) Local chapters from different states that will not be represented in the WZC are entitled to one delegate in the World Convention, as long as they were functioning for at least 6 months prior to the Likud Convention’s date and approved by the elections committee.

4) Women Representation-according to the decision of World Likud’s convention, “No less than 20% of the delegates for the next convention will be women.” Therefore, each delegation of every branch has to ensure that 20% of its members are women.

5) Young Adult Representation- a regulation that was made by the “Vaad Ha’ Poel” determined that:

“ a) One out of four in every faction’s list for the Zionist Congress shall be a young adult according by the definition of the “Vaad Ha’Poel.”

b) In the case that there arean inadequate number of representatives from a certain country and therefore there are not sufficient

representatives from the young adult faction, it will be the responsibility of the World Movement to find a representative on a continental level.

c) If such a representation is not available, the largest branch of each movement will have to expand the level of representative to OVER to 25% so that in a total calculation, there will be a representation of 25% in each branch.”

“Young Adult,” according to the Vaad Ha’Poel, is someone who is at least 18 years old and no older than 30 years old.

Therefore-

I. Each branch should ensure to elect a young adult delegate out of every four delegates.

II. The election committee in every large branch will announce this regulation to all nominees in order not to surprise the branches, in case they will need to fulfill it and give representation to young adults in place of other representatives.

III. The permission is given to the branches to arrive at an agreement on their total calculations of their delegates in order to fulfill the obligation of young adult 25% representation of all the delegates of those branches. The agreement will be validated by the approval of the election committee.

6) A) According to the regulations, during the elections of the delegates of the Israeli branch, the Israeli branch has to give much thought to the main destinations of the Zionist movement and to the area of operation of the national institutions: Aliyah and absorption, Jewish and Zionist education, and strengthening the Jewish hold in Jerusalem, Judea, Samaria, the Galilee, the Golan Heights, and the Negev, as well as municipal council in the periphery, new Ollim, Likud affiliated youth organizations leadership, and settlers, etc.

B) According to the regulations, each branch in the Diaspora during the elections of the delegates should give much thought to the main destinations of the Zionist movement and to the area of operation. There should also be emphasis placed on representatives and delegates from youth organizations and Hagshama framework that affiliates with World Likud.

B. The Right To Elect:

Zionist Congress election regulations instill the right to elect any Jew has reached the age of 18 years old.

Based on the decision of the Zionist administration, which was adopted in the past by the recommendation of the legal advisor, the right to elect is given to anyone who reaches the age of 18 by June 13, 2010. Therefore, according to this decision, his or her right to vote is given to any one who was born no later than June 13, 1992.

According to the regulations of World Likud the right to elect is given to whoever has been a member of the Likud party for at least 6 months prior to the beginning of the conventions, and is at least 18 years old. In other words: the right to elect is given to anyone who has been a member of the Likud party on December 13, 2009 and will be 18 years old by the day that will be scheduled as the election day in the national branch.

Therefore, the right to elect is given to one who has fulfilled the following conditions:

1) He/she fulfills the term on the membership in the Zionist Organization.

2) He/she was already a member of the Likud branch on December 13, 2009.

3) He/she has reached 18 years old on the day that will be scheduled as the election day in the national branch.

C. The Right To Be Elected:

The right to be elected as a delegate for the convention is given to whoever fulfills the term of membership in the Zionist Organization, has been a member off the Likud party for at least 2 months prior to the scheduled date of the convention, and is at least 18 years old. In other words: the right to apply as a candidate is given to whoever was a member of the Likud part on June 13, 2009, and will be 18 years old on June 13, 2010.

D. The Elections within the Branch:

1) Each branch shall manage the elections for the delegates of the convention independently as long as they are strictly conducted in a democratic way and the right is given for each member to fulfill his right to elect the branches delegates and to be nominated as a delegate for the convention. Therefore, the election laws in each branch shall include the following:

- Publish a message to the members about the option to be nominated.

- Publish the deadline of the last day to be nominated.

- Publish the electoral system of the delegates amongst the candidates.

2) Electing the branch representatives from the Diaspora for the congress and the delegates for the world convention can be made under an agreement between them.

3) No elections are required in the following cases: in a branch in which number of nominees will not be higher than the number of delegates which is allocated for that same branch, or there is an agreement between the nominees about the listed order of authority, or in case the order of candidates is unimportant

According to the regulations, the elections committee will have to approve the delegates.

E.) Conclusion of the Elections:

The following timetable commits the distribution of the names of the branch representatives of the election committee no later than Sunday May 23, 2010 by 16:00 (4:00 pm) (Israel time), and May 30, 2010 at 16:00 (4:00 pm) (Israel time) as the last day to distribute appeals in order to allow the elections committee to receive a report on the election result and to discuss their approval of the elections.

The elections committee of World Likud is authorized to change each of the given dates on their behalf if the circumstances require.

F.) Report:

Chairmen of the branches and the election committees in each branch are required to report the election activity regularly, such as the deadlines that was set for the days of election, the requirements candidacy, the right to vote and to apply as a candidate, and the ways of advertizing. This all must be reported to the World Likud election committee regularlybefore the elections.

G.) The Elections of Likud Representative to the National Institutions and to the Movement’s World Institutions:

Likud representatives will be elected to the national institutions and to the World Likud’s institutions in the world convention. A notification about the deadline to apply for candidacy for these roles will be published at the earliest time possible.

H.) Internet:

Election committee’s requirements, notifications, and deadlines will be published on the official World Likud’s website. It is the responsibility of the branch’s chairmen and the election committees to get updates through the Internet.
